“Highty Tighty” rides a bright, springy dancehall groove that’s more nimble than hard-edged, with enough bounce for Elephant Man to turn the title cut into a pure crowd-raiser. The 2004 set lines up Vybz Kartel in different moods, from the rawer “Run Come Ah Me” to the sharper “Pussy Affi Good, ” while Ward 21, Wayne Wonder, Sizzla and Ms. Thing each pull a different angle out of the rhythm.
