By the time Louie Culture opens “Africa Too Rich, ” Safety Riddim has already settled into that austere roots-reggae pocket Music House Entertainment has been teasing, with a measured one-drop feel and enough low-end weight to keep the whole set planted. Markland Raymond’s label lines up a deep veteran-heavy cast here — Sizzla on “Fictitious Refire, ” Ginjah on “Proverbs, ” Turbulence on “Be Careful, ” plus Terry Ganzie and Delly Ranx — and the mix of voices keeps the project from sitting in one shade too long. The writing leans social and cautionary, which suits the title, but the production is what holds it together: muted drums, patient bass, and plenty of space around the vocals. Even the shorter cuts keep that steady, unhurried pulse, with the rhythm locking in on a clean, grounded bass pattern that never rushes its hand.
